INTRODUCTION

Janani Suraksha Yojana is a basically cash assistance scheme of National Health Mission under the Ministry Of Health & Family Welfare. Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Rural Health Mission (NHM). Its main objective is to reduce maternal as  well as infant mortality by promoting institutional delivery among pregnant women. This scheme is under implementation in all states and Union territories, not to mention with special focus on Low performing states.Under this scheme , Government entitle eligible pregnant women  for cash assistance irrespective of age of mother and number of children as a matter of fact for giving birth in a Government or accredited health facility.

Background:-

Janani Surakha Yojna is a modified form of National Maternity Benefit Scheme (NMBS) and Government launched this scheme on 12th April 2005.National Maternity Benefit Scheme (NMBS) is one of the component of National Social Assistance Programme(NSAP) and finally came into effect in August 1995.Earlier  Ministry of Rural Development was managing this scheme, but later Govenment shifted this scheme to Ministry of Health & Family welfare in the year 2001-02.

Objective:-

1.To Reduce maternal as well as infant mortality by promoting institutional delivery among pregnant women.

2.To provide good and also hygienic medical facilities during pregnancy, at the time of child birth and after pregnancy also.

3.To promote pregnant women care as well as child births at Government health care institutes.

Features Of Pradhan Mantri Janani Suraksha Yojna:-

  • The facilities in the health care sector under the Janani Suraksha Yojna are applicable across India . Under this scheme Govenment has classified the states  into two categories:Low Performing states(LPs) and High performing states(HPs) .The base of classification is on  institutional delivery rate.
  • The Government implement Janani Suraksha Yojna on the basis of the performance of states in health sector.The ten Low Performing states are:Assam, Bihar, Chattisgarh,Jammu & Kashmir,Jharkhand, Madhya Pradesh, Orissa,Rajasthan , Uttarakhand and Uttarpradesh.Government has classified other states  as High performing states.
  • The beneficiaries under this scheme have to get themselves registered with the health workers at the sub center or Aganwadi or primary health centers.
  • To ensure health care service are provided to the beneficiaries even in the areas where the required infrasturucture facilities are not available, the scheme has tie up with nursing homes, private hospitals and clinics.
  • Cash Assistance to Mother of Rs. 1400/- and Rs. 700/- in rural areas of Low Performing State and High Performing State respectively. Cash Assistance To Mother, Of Rs. 1000/- and Rs. 600/- in urban areas of Low Performing State and High Performing State respectively. Rs. 500/- cash assistance for delivery at home to Below Poverty Line (BPL) pregnant women. Cash Assistance To ASHA Workers, Of Rs. 600/- in rural area and Rs. 400/- in urban area. In Low Performing State, No restriction on age and number of child birth.In High performing State, Women can avail the benefit only for 2 child births.

Benefits of Janani Suraksha Yojna:-

  1. Under this scheme, pregnant women can avail three antenatal checkups and institutional delivery free of cost. The cash assistance and Government has linked disbursement of enhanced benefits  to institutional delivery.
  2. Under this program Government trains traditional birth attendants who are often known as “Dai”,  as well as  integrate into the delivery system. We call such attendants as ASHAs(Accredited Social Health Activist) and they get incentives for their service.
  3. Based on some terms and condition Government provide an amount of Rs. 5000 to every Auxiliary Nurse Midwife or health worker.
  4. To promote institutional deliveries , Government provides cash assistance to women below poverty line . One of the important objective of this scheme is to promote deliveries at health institutions by qualified health care professionals. Government gives the cash assistance at a graded scale.
  5. Government provides professional assistance  for C-section deliveries. Government give a financial assistance upto Rs1500 per pregnant woman  to approach a private expert for performing the surgery at a health care institution, in absence of Government-employed medical specialists during caesarean delivery.
  6. Government gives compensation to the beneficiary in case a Healthcare institute recommends Tubectomy or Laparoscopic surgery  according to family welfare scheme
  7. There is no bar on age and number of child birth by a women in Low Performing State.
  8. Women can avail the benefit for 2 child births in High Performing State.
  9. Each beneficiary get Janani Suraksha Card with a Mother Child Health Card. Beneficiary get her entitled money at the health centre on arrival and registration for delivery.

       

       

      Benefits of Janani Suraksha Yojna

      Role of ASHA(Accredited Social Health Activist ) workers:-

      Main role of ASHA worker includes:-

      –Locating the pregnant women in her area and get her registered for Antenatal Care(ANC)

      –Helping pregnant women to get required certificates in order to avail the facilities of this scheme.

      –Arranging at least 3 antenatal check ups for pregnant women which includes TT(Tetanus Toxoid) injection and IFA(Iron Folic acid) tablets.

      –Locating the functional Government Health Centre or an accredited private health institution for referral and delivery of pregnant women.

      –Accompanying the pregnant woman at the time of delivery at health centers, till health center releives the woman  from health Center.

      — Arranging all the immunization for the new born baby till he/she attains the age of 14 weeks.

      –Counseling the pregnant woman and get her ready for giving birth of her child for an institutional delivery.

      –Informing the Auxiliary Nurse Midwife(ANM)/Medical Officer(MO) about the birth or death of a child or mother.

      –Visiting mother to understand her health condition till 2 weeks after delivery.

      –Counselling the mother to start breast feeding to the newborn baby within one hour of delivery and to continue to feed till he /she attain the age of 3-6 months.

      –Spreading awareness abount family planning in her area.

      Eligibility Creteria for JSW:-

      –Pregnant woman in Rural as well as Urban area who fall under Below Poverty Line(BPL) category.

      –Age of pregnant woman of age 19years or more can undoubtedly avail the  facility of JSY. Not to mention this scheme  does not consider women below 19years of age .

      –Women are elgible only for 2 live birth under this scheme.

      — Pregnant women who have registered under JSY scheme and have delivered in Government hospitals or the accredited private medical centers are eligible under this scheme.

      Documents required to apply for JSW scheme:-

      Aadhar card,  Address Proof , JSY Card, Delivery Certificate , BPL ration card , Bank details , Mobile number , Passport size photograph etc.

      Step2. Similarly applicant may register offline by downloading the form. Click on the “Download Offline form” link, as can be seen on the home page and select the language.The form is available in english as well as all local Indian languages.

      Step3.Correspondingly enter all the required fields like Name of the pregnant woman, age, address,Mobile no., Aadhar no. and Bank details etc.

      Step4.Fill all the details correctly and carefully to ensure application is consequently accepted by concerned authority.

      Step5. Finally attach all the required documents as proof of details filled in the form.

      Step6.For online submission , click on submit button. After that system generates a code which has to be kept safely for future reference.

      To apply through offline mode, at first take print out of the application form fill it properly.Thereafter attach the required documents as a proof of address, Proof of age and identity, Proof of Bank details etc and submit to ASHA or Aganwadi center. The concerned agency will send A JSY card  through post or ASHA workers, after cross checking the details provided by applicant.

      Conclusion:-

      We observe that institutional deliveries have increased significantly after the implementation of JSY. As well as  other studies observed similar trends indicating that the benefits of this scheme are being availed by a big portion of population. Though in rural areas awareness about this scheme is not there and it has to be propagated at individual level. This scheme needs more publicity in rural areas so that pregnant women may avail the facility of Janani Suraksha Yojna. it is required to revisit the policy strategy and the implementation plans at regional or district levels.In nutshell we may conclude that Janani Suraksha yojna is a great scheme which facilitated poor people to get benefitted and give birth to their child.
